Mod: FS15 Cat 725 dump
the files is not encrypted. if you want change the mod extract the .zip and click with the right button and go to proprieties and remove "only read" option, after that you can change the file extension. The .xml is in scripts/beleuchtung.luc and the .i3d file is in textures/car_Beam.lus

I don´t know why this guys use this protection in mods not created by him. This is a conversion from fs13.
