Menu decoration, set the monument, choose a color (themes) then set the position and elevation of the flag (the monument cube will disapear once the flag is contructed)

Adds (small amount of) residential desirability.

It can be constructed in sandbox mode (no costs, immediate construction) by loading also the mod "Stone Gate Sandbox Option"
