Simple rebalance mod.

For anyone who previously downloaded my other mods like this, apologies. Rather than updating them I figured I'd just rebalance them and create mods for all resources to be produced by 15 rather than their defaults and release them all at once. I felt 25 per cycle was too much and 15 seems like a reasonable amount. The only resource I'm unable to increase is gems. Those are tied to Military Missions and Mining and I've only just learned how to make mods with my current releases so if anyone can make a gem increase mod or tell me how to I'll gladly do so.
