Earlier Unique Units

Military urban improvements are moved down one culture level to help enable Unique Units to be available earlier.

  • Garrison / Governor now available with weak culture.
  • Stronghold / UU1 now available with developing culture.
  • Citadel / UU2 now available with strong culture.
