[ATS] Universal Satellite Background Map (1.40)

The zoom is built-in, so don't use any zoom mod.

The substrate is expanded to include all of North and Central America

Also included are the provinces of Canada, the states of the United States, and the states of Mexico

Updated for new versions

Added support for all mod maps (existing at the moment)

Updated files (removed outdated ones)
